Fresh ULC terror outfit warning to Kashmiri Pandits goes viral, names families

A fresh threat letter attributed to the terror outfit “United Liberation Front”, also referred to as the United Liberation Council (ULC), has gone viral on social media, naming Kashmiri Pandit families and publishing personal details, including addresses. The communication has raised fresh concerns over attempts to intimidate the Kashmiri Pandit community and discourage rehabilitation or return to the Valley.

According to the letter circulated online, dated August 23, 2026, migrant Kashmiri Pandits have been warned that they remain under surveillance. The letter accuses them of being “pawns”, “traitors” and “white-collar terrorists” allegedly working for political interests in Delhi. It also targets those accused of promoting an RSS-linked agenda in Jammu and Kashmir.

Among the key phrases in the letter are: “We are watching your every move” and “calamity strikes when it must”.

Intelligence agencies examining threat

Intelligence sources have described the communication as psychological warfare aimed at creating fear among families who have rebuilt their lives outside the Valley and discouraging rehabilitation or return efforts.

Previous similar communications have also been attributed to the United Liberation Council (ULC), which Indian intelligence sources identify as a front for the Pakistan-based Lashkar-e-Taiba (LeT).

An earlier threat letter dated August 7, 2026, and issued in the name of ULC, specifically named six Kashmiri Pandit government employees, many of them employed under the Prime Minister’s Package. The letter published their phone numbers and claimed detailed knowledge of their families, workplaces and locations.

That communication warned of possible attacks in both the Kashmir Valley and Jammu and said that relocating would not necessarily ensure safety. It also threatened the Lieutenant Governor, the Director General of Police, officials in Delhi and local police personnel.

Following the earlier communication, authorities in Kashmir verbally advised many Kashmiri Pandit and other minority employees not to attend offices and instead work from home or take leave until around August 20-25.

However, there was no official announcement of work-from-home arrangements specifically for Kashmiri Pandits, a point confirmed by the Divisional Commissioner of Kashmir. Security measures were also tightened around areas inhabited by Pandits.

Pandit groups seek stronger security

Pandit organisations, including Panun Kashmir, described the latest threats as a serious escalation. They called for thorough investigations, threat assessments for those named in the communications and stronger long-term security arrangements.

National Conference chief Dr Farooq Abdullah also called for an investigation into the threat letters. He questioned why Kashmiri Pandits were being specifically targeted while other Hindus living in the Valley were not.

Security agencies are now examining the communications and working to establish the identities of those behind them. Several social media channels have also been blocked.

There is currently no official authentication of the origin of the threat letters. Sources in security agencies said the matter is being examined in detail.
