According to state broadcaster IRIB, the decision follows the approval of Article 3 of the “Strategic Action to Ensure the Security and Progress of the Strait of Hormuz” plan by the National Security Commission.

“Article 3 of the ‘Strategic Action to Ensure the Security and Progress of the Strait of Hormuz’ plan was approved by the National Security Commission, according to which ships from countries authorised to pass through the Strait of Hormuz will pay for the services provided by Iran,” Rezaei said.

He said the fees would cover services such as navigation, environmental protection, fueling under certain conditions, insurance, safety and other facilities provided by Iran.
Rezaei added that the payment mechanism would offer flexibility in terms of currency.

“These fees will be charged in Rials or any other currency desired by the Islamic Republic of Iran,” IRIB quoted him as saying.

The announcement came a day after Iran’s Secretary of the Supreme National Security Council (SNSC), Mohsen Rezaei, said the Strait of Hormuz remained closed and would not reopen until the United States fulfilled its commitments and changed its approach towards Tehran.

In an interview with IRIB, Rezaei said, “The Strait of Hormuz is closed, despite American claims, and will not open until America corrects its behaviour.”

“This time, America must first fulfil its obligations,” he added.

Rezaei also alleged that Washington had given up on military options and was instead relying on economic pressure against Iran.

“The Americans are completely disappointed with the military attacks and think they can help with military actions through an economic blockade,” he said.

He further claimed that Israeli Prime Minister Benjamin Netanyahu had assured US President Donald Trump that an economic blockade would compel Iran to surrender.

Meanwhile, Trump has reiterated his claim of US control over the strategic waterway by sharing an image depicting the Strait of Hormuz as “NEW US Territory” on Truth Social.

The latest post follows Trump’s earlier sharing of the same graphic on August 18, after he had previously raised the possibility of claiming jurisdiction over the waterway.

Speaking at a police academy gathering on Long Island on August 14, Trump had said, “Pretty soon I’ll be declaring the Strait of Hormuz a territory of the United States.”

The Strait of Hormuz remains at the centre of the ongoing confrontation, with Tehran maintaining that the vital waterway is closed and warning of countermeasures against unauthorised tanker traffic. The disruptions have severely affected international energy shipments.

Trump has repeatedly warned foreign governments against providing Tehran with “any type of lifeline” and insisted that Iran must agree to what Washington considers the right deal. Iranian officials, however, have indicated that they remain open to negotiations while maintaining their firm position.

Iranian President Masoud Pezeshkian has called for diplomatic engagement to resolve the standoff, saying Tehran should work towards ending the conflict while protecting its national strength and dignity.

With Trump continuing to refer to the Strait of Hormuz as “NEW US Territory” and Tehran insisting that the waterway will remain closed unless Washington changes its policy, the strategic shipping route remains at the heart of the escalating crisis.
