Pahalgam Terror Attack: NIA files charges against Lashkar-e-Taiba (LeT) chief Hafiz Saeed

The National Investigation Agency (NIA) has filed charges against Lashkar-e-Taiba (LeT) chief and founder Hafiz Saeed in the 2025 Pahalgam Terror Attack on Monday.
According to the investigative agency, supplementary charge sheets were filed by the NIA before the Special Court, Jammu. The supplementary chargesheet targets Hafiz Saeed both individually and in his role as commander of the banned Lashkar-e-Taiba (LeT) and its active proxy, The Resistance Front (TRF).

Filed under the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967, the NIA has invoked strict penal codes against him for hatching a cross-border conspiracy and waging war against India.

This latest filing builds on the original 1,597-page document, leveraging meticulous on-ground examinations and scientific evidence to detail Pakistan’s underlying terror network.

Earlier, in a chargesheet filed on 15th December 2025, NIA had named Pakistani handler terrorist Sajid Jatt as an accused, along with three terrorists killed by security forces during Operation Mahadev in July 2025, and two other arrested accused. The agency had also charged the proscribed LeT/TRF as a legal entity for its role in planning, facilitating, and executing the Pahalgam attack.  

The deadly attack took place in Pahalgam, Jammu & Kashmir on 22nd April 2025, and involved religion-based targeted killings by Pakistan-sponsored terrorists. Twenty-five innocent tourists and one local civilian were killed in the attack.  

An FIR No. 25/2025 was initially registered by Police Station Pahalgam, district Anantnag. After an initial investigation by Jammu and Kashmir Police, the case was transferred to NIA by the Ministry of Home Affairs, Government of India.  

NIA said it continues to probe case RC-02/2025/NIA/JMU to unravel the complete conspiracy by Pakistan, which it alleged has been actively sponsoring terrorism on Indian soil from across the border, reads the statement.

Saeed is a designated an international terrorist by the United Nations Security Council (UNSC) and carries a $10 million bounty from the United States government. In recent years, Pakistani courts have convicted and sentenced him to prison terms regarding terror financing.

He is also the mastermind of the 26/11 Mumbai terror attacks, LeT trained and deployed 10 heavily armed terrorists who infiltrated Mumbai via maritime routes from Pakistan. Saeed was designated as the principal ideological mastermind and Zaki-ur-Rehman Lakhvi as the operational commander behind the 26/11 attacks by the NIA.
